you cant remove congestions on a network permanently they might come again and again they have many sources by which these congestions entere on your network either by when you go online or connect with any other network or devices .these congestions always run on your background and use your internet data.

you can try to do this this might be work.but there is no permanent solutions .secondly every year you need to cleanup your network settings with the help of network expert .so that he can remove all congessions.
