After factory reset of your belkin router you can set the router password by following these steps:-
1.Launch your computer’s web browser.
2.Type http://192.168.2.1 into your web browser’s address bar.
3.A page titled router Setup Utility appears. Click Login.
4.Bypass the password prompt by clicking Submit.
5.When the screen loads, click Utilities, then Systems Settings.
6.Type your selected password in the Type in New Password and Confirm Password fields.
7. Ignore the fields requesting a current password. Finish by clicking Apply Changes.

Wait for one minute for your Router to fully Reboot and restore the factory setting.
Once Both Devices Are rebooted You Can See a Network By The Name Of Belkin.setup Please Connect With it.
Now Open Your Browser And It Will Automatically Take yours to Belkin setup page if not enter 192.168.2.1
Follow The Instruction And Select Your Wireless Network Name And Type The Password And Hit Next.
